Is a mission to Mars a global priority?

Background and context

Since 1960, there have been space missions towards Mars. Though intially only fly-by photographs were taken, technology improved to the point where it was possible to collect samples on Mars and anaylze them. There have been numerous missions to Mars but it is reported that over 50% of them have failed and they cost a large amount of money.

There are currently two machines on Mars: Spirit rover and Opportunity rover. They are both American and have functioned on Mars for 5 years and are still functioning.

Scientists have proposed sending manned vehicles to Mars but currently it is not feasible. The US plans on having a man on Mars during the 2030s.
