Policy Debate is a two-vs-two debate format used in the United States of America by the National Forensic League (NFL). Policy Debate is characterized by long speeches with lots of evidence, at high speeds. The Policy Debate format is also used by the National Catholic Forensic League (NCFL), and the National Christian Forensics and Communication Association (NCFCA). Unlike with most debate formats, the NFL uses one Policy Debate topic for the entirety of each school year. Each topic is stated as a resolution.
