Should residents or delegates of unincorporated US territories have voting rights?

Background and context

The questions involved in this debate include: Should residents of unincorporated US territories who are US citizens (Commonwealth of Northern Mariana Islands, Commonwealth of Puerto Rico, and American Samoa) or US nationals (Guam) have the same "right" to vote as do foreign nationals (Mexicans, Europeans, Asians, Central and South Americans,... etc...) who become US citizens? In addition, should delegates of unincorporated territories be voting members?
