Should legal aliens of the United States be granted the right to vote?

Background and context

Many want legal immigrants residing in the united states, but who might not be US citizens yet, are being considered for voting rights. This is partly related to the fact that they typically pay taxes and reside permanently in a country. Shouldn't they have a say in the government that controls their lives.
