Is retesting elderly drivers a good idea?

Background and context

Many elderly drivers have difficulty on the road, and can pose a risk to other drives. For this reason, many have proposed re-testing them later in life, perhaps at a set age of 70 or something, to ensure they are not a risk.

Will the cost to take the test be to much?
