[Edit] Background and contextThe EU currently pursues a policy of protectionism of the domestic agricultural market. Namely through tariffs on sugar and rice the EU artificially increases the global price of these commodities so that domestic producers with higher production costs can compete with the imported goods. Thirld world countries depend on agricultural export more than the EU does and the tariffs imposed are an effective barrier to the free trade. The EU had bound itself to free trade within the WTO negotiations, recognising the potential of free trade to foster international development. Agricultural workers are a powerful lobby group though, albeit they represent a minor group within the economically active population, having a dedicated budget referred to as CAP - the Common Agricultural Policy.
