Debate: Civil disobedience is justified to protest UC fee hikes

Background and context

During the 2009 economic crisis, and California's state budget crisis, the University of California school system decided to raise their fees significantly, largely as a means of compensating for cuts in their budgets. As a result, many students, parents, and citizens began protesting the action because the new fees made attending a UC school less affordable, or because they felt it undermined the mission of the schools to provide a nearly free public education.
