  • New drivers are not capable of driving and talking. While it is arguable that more experienced drivers can talk on handless cell phone while driving just fine, it is almost certainly the case that new drivers are not as capable of driving and speaking at the same time.

  • Talking on the phone while driving is dangerous. No one should be allowed to talk on the phone and drive. Including adults. The Fatal Analysis Reporting System (FARS) and the National Automotive Sampling System (NASS) funded by NHTSA, as well as police crash reports collected by the states all say talking on the phone while driving raises the chance of an accident. Approximately 40,000 deaths are recorded in the data each year. In 1994 and 1995, a total of 36 and 40 cases, respectively, were identified that included cellular telephone use as a "possible distraction inside the vehicle". That number is staggering.
There should to be more education for the teen driver and their parents on the causes of such crashes. Cell phones, particularly the text messaging feature, is a huge distraction to the teen driver. One excellent way to educate your teen about that is with a contract between the parent and their teenager. The insurance companies know that a teen driving contract will work when it comes to educating the teen driver and are an effective tool for parents.
