The first is a broader objective of preparing the next generation of the society to innovate and solve tomorrow's problems. The second objective, which is narrower, is to manufacture skilled manpower that will help in the country's economic and social development. It appears that in the former objective it is better for them to attract the best students from anywhere but the latter objective can only be achieved by training local people. Thus a global approach is better for post-graduate and doctoral programs and a more selective approach is suited for under-graduate courses."
